PROBLEM TO BE SOLVED: To ensure water developability and to form a cured coating film having proper flexibility, adhesiveness, solvent resistance and electric insulating property by using a specified unbrominated low mol.wt. copolymer binder, etc. SOLUTION: This flexible flame-retardant compsn. contains a brominated carboxylic acid copolymer binder having a wt. average mol.wt. of 40,000-500,000 and contg. 3-50wt.% bromine and an unbrominated low mol.wt. copolymer binder having structural units represented by formulae A, B1 and B2 , wherein R1 is H or 1-6C alkyl, R2 is CH3 , H or R8 R9 , each of R3 and R4 is H or 1-6C alkyl, R5 is 1-6C alkyl, aryl, etc., R6 is -OH or NHR5 and each of R7 -R9 is H, 1-6C alkyl, etc.
