PROBLEM TO BE SOLVED: To produce ethanol by recovering carbon dioxide continuing to increase in the atmosphere and reacting the carbon dioxide with water. SOLUTION: Carbon dioxide is reacted with water at a high temperature under a high pressure in the presence of a catalyst such as platinum to provide ethanol and oxygen to utilize the carbon dioxide by fixing the carbon dioxide.
