<p>PROBLEM TO BE SOLVED: To miniaturize a run level variable length encoder, and to realize a programmable structure by normalizing a variable length code corresponding to the column of a fixed length code without any entry in a code chart. SOLUTION: A fixed length code input 100 transmits a fixed length code bit stream to an address generator 101. An address generator 101 generates a code chart address 107 used for indexing a code chart 102 by using the bit stream and a code chart address pointer 114. A code chart output 108 is transmitted to an escape selector 103. The escape selector 103 selects one of the code chart output 108 and an escape code 109 from an escape encoder 104, and outputs it. An escape decider 105 generates an escape decision 111 based on the fixed length code input 100 and a maximum value 112 of the next group. A code validity decider 106 generates a code validity decision output 113.</p> |
