摘要 <p>PROBLEM TO BE SOLVED: To improve the total efficiency, to miniaturize a hot water storage tank, and to drop the temperature of the stored hot water by providing a control device to charge the excess heat recovered by a waste heat recovery equipment and control an preheating means and a fuel cell. SOLUTION: When a fuel cell 10 is operated, the waste heat is recovered by a waste heat recovery equipment 20. A part of the recovered waste heat is charged into hot water in a hot water storage tank 2A by a waste heat charging means A including a heat exchanging part 21. Thus, the waste heat is effectively utilized as the thermal energy for heat insulation of the hot water storage tank 2A. The rest of the recovered waste heat utilized for the thermal energy for heat insulation can be utilized for the external load through a heat exchanging part 22. Even when the fuel cell 10 is not operated by the command from a control device 15, the fuel cell 10 is preheated with the air preheated by an air preheater 11, and the repeated fatigue due to the temperature change is reduced. The waste heat obtained by the preheater 11 is recovered by the waste heat recovery equipment 20, and charged into the hot water storage tank 2A.</p>
