PROBLEM TO BE SOLVED: To reduce the possibility of reject by assigning at least to timewise communication slots to a terminal equipment making a request in the case that possibility of interference caused by a communication link or interference received by the communication link is low. SOLUTION: A cell controller 25 receives a service request via a control channel. A cell controller 25 retrieves a proper up-link time slot for a terminal equipment. In the case that the proper up-link time slot is found out, the cell controller 25 retrieves a proper down-link time slot for the terminal equipment. In the case that the cell controller 25 cannot find out proper up and down link slots, the service request is rejected. When the cell controller 25 finds out the proper up and down link slots, they are assigned to the terminal equipment. The cell controller 25 informs the new link to cell controllers of other adjacent cells.
