PROBLEM TO BE SOLVED: To secure prescribed communication quality by converting a difference between a communication quality and a communication quality object into a beam tilt angle and making the beam tilt angle of an antenna of a base station into a converted beam tilt angle. SOLUTION: A subtractor 5 subtracts a communication quality outputted from a communication quality arithmetic section 4 from a communication quality object received from a terminal 1 and provides an output of a difference to a tilt angle update amount decision section 6. The decision section 6 converts the difference into a tilt angle update amount and provides an output of it to an adder 7. The adder 7 receives the tilt angle update amount outputted from the decision section 6 and a current beam tilt angle outputted from a delay device 8, sums the beam tilt angle and the update amount to provide an output of a new beam tilt angle to a limiter 9. The limiter 9 discriminates whether or not the value is a permissible range of the beam tilt angle. When the value is within the permissible range, the beam tilt angle outputted from the adder 7 is outputted as it is as a new beam tilt angle. |
