PROBLEM TO BE SOLVED: To place a main purpose on the isolated point elimination and notch elimination of images, to improve compressibility and the image quality of and to perform a high-speed processing several hundreds times faster than previously by performing pattern matching to run length data. SOLUTION: Image pixel data area inputted from an image input part (S201) and a pixel data→run length data conversion processing is performed (S203). Then, a notch pattern and an isolated point pattern in the run length data are detected (S204), and the conversion processing of the run length data is performed for the detected patterns (S205). For the conversion-processed run length data, conversion processing into compressed data of MR and MMR codes or the like is performed (S206). The image conversion processings are performed until the end of image data (S202), and after the conversion processing are ends, the compression data are transferred to an external information equipment form an image communication IF part or are stored in an image storage part (S207).
