<p>PROBLEM TO BE SOLVED: To maintain least moving image quality even on the occurrence of a transmission error or information missing in a communication channel and also to prevent propagation of a decoding error to a succeeding image by conducting coding to a moving image while selecting intraframe coding or interframe coding for each frequency band. SOLUTION: A refresh control section 105 decides the in-frame coding mode or the interframe coding mode for each frequency band and provides an output of a refresh instruction to coding system selection sections 109, 110 and a decoding signal selection section 115 in the case of the intraframe coding mode. The coding system selection section 109 provides an output of coding information outputted from an intraframe coding section 103 or an interframe coding section 104 depending on the presence/absence of the refresh instruction externally. The coding system selection section 100 and the decoding signal selection section 115 are in interlocking with the coding system selection section 109 to select decoding sections 111, 112. Thus, deterioration in moving image quality due to an information error or information missing in the transmission line is suppressed.</p> |
