PROBLEM TO BE SOLVED: To produce a burner which employs a gas spiral technique to prompt complete combustion or substantially complete combustion with a low level discharge of NOx. SOLUTION: This burner 10 is provided with a center fuel outlet 18 and a plurality of oxygen outlets 22 which are so molded and arranged to create a converging rotary flow of oxygen so that is crosses a fuel injected from the fuel outlet 18. This produces a recirculating effect to prompt complete combustion or substantially complete combustion of undesired exhaust gas components in two combustion areas by interaction of the oxygen and the fuel.
