The system has an actuator acting upon a main cylinder (1), a brake acting on a centrifugal weight and a displacement measurement system (19) on the actuator (2) or main cylinder. A pressure equalization valve (3) is connected between the main cylinder and the brake (4). The pressure chamber (13) of the main cylinder has no equalization opening and the actuator's pressure rod (18) rests freely on the main cylinder's piston (17).
