A pay-per-view program selection controller on the user side terminal of a television broadcasting system which facilitates the selection of a PPV program after subscription. When a pay program which is charged when it is seen is selected by the user, a program guide screen generating circuit (4) displays a confirmation screen (20) which informs the user that the selected program is a pay-per-view program which is charged when it is seen and urges the user to input the confirmation whether the user wants to see the selected program or not. If the confirmation input which means that the selected program is to be seen is inputted by the user, the selected program is selected by the CPU (6).
