PROBLEM TO BE SOLVED: To read an image element array signal at high speed without causing a problem concerning the selection period of a horizontal selection line without the complicated control of a clock pulse which is inputted to a horizontal shift register. SOLUTION: A solid-state image pickup device is provided with a longitudinal scanning circuit 10 scanning the respective image elements of image element array where plural image elements consisting of CMD(charge modulation device) are arrayed in order so as to read the signals of the respective image elements and a horizontal scanning circuit. At this time, the horizontal scanning circuit is constituted of the horizontal shift register 30 successively generates scanning pulsesϕs1,ϕs2, ... which are synchronized with the cycle of the input clock pulsesϕ1 andϕ2 and a selecting circuit 31 successively outputting selection pulses to the horizontal selection line which reads out the image element signal through the use of the clock pulsesϕ3 and/ϕ3 and the scanning pulses of the horizontal shift register 30. Then, the selection periods of the odd-number-th horizontal selection line is made to be equal to the even-number-th horizontal selection line even when the phases of the clock pulsesϕ1 andϕ2 are not deviated by a half-cycle.
