The mobile radio communication system containing ATM flooding network comprises: a gateway(220) for converting speech and data into a circuit exchanging pattern and an ATM packet exchanging pattern; an ATM flooding network(230) for reproducing a control packet to thereby transmit the reproduced result by a flooding algorithm, base station controllers(240) for generating a charging packet; an active register(241) in which position and subscriber information are stored; base station transceiver systems(250) for communicating with a mobile subscriber through a common air interface; and mobile stations(260) for generating a speech packet and a call process control packet.
