PROBLEM TO BE SOLVED: To accurately decide decoding start time and display start time in an MPEG 2 system in which image data can be handled in the unit of fields. SOLUTION: Encoding processing 7 of image data is performed by performing control so that the field parity of first image data consisting of a group-of- picture(GOP) can become a top field and the field parity of final image data can become a bottom field. Thus, since the field parity of the first image data consisting of that GOP can be recognized before decoding, decoding start time and display start time can be exactly set.
