PROBLEM TO BE SOLVED: To obtain a magnetic field modulation magneto-optical recording medium having good CSS characteristics by applying a mixture composed of a curing resin and a non-curing liquid material which does not dissolved therein on the surface of a base material and curing this mixture, thereby forming a resin film having a rugged surface. SOLUTION: The substrate is formed out of a resin or glass. The non-curing type liquid material is mixed with the curing resin and is mixed and finely dispersed therein by an ultrasonic stirring device. This mixture is applied on the substrate by a spin coating method, etc. The protective layer is preferably formed to have a thickness of about 1μm. The protective film after the coating becomes one in which the non-curing type liquid material is distributed in an island form in the curing resin. By curing this film by a suitable method, only the parts of the curing resin are cured and the parts of the non-curing type resin do not participate in the curing and, therefore, remain as they are. Consequently, the structure in which recessed part parts, i.e., holes, are formed in the island form on the protective layer and that the non-curing type liquid material exists within the holes is obtd. Lubricity is imparted to the protective film if a liquid lubricant is used as the non-curing type liquid material. Silicone- based lubricants, etc., such as denatured polydimethyl siloxane, are used as the liquid lubricant.
