The apparatus and method senses the pollution concentration of a cleaning water, and controls the rotational speed of a cleaning motor rotating a wet floor cloth according to the sensed pollution concentration. The apparatus comprises: a D/C power source(7) including a transformer(T1), a varistor(RV1) preventing an overload from occurring at the transformer(T1), rectifiers(9,11), and voltage stabilizers(13,15); a pollution sensing part(23) including infrared photo diodes(25) generating the infrared light, a photo receiving transistor(Q2), and a resistance variation means(29) adjusting the current transmitted to the diodes(25); a cleaning water supplying motor(31) driver including infrared photo transmission diodes(33), and a photo receiving transistor(Q1); a cloth brush motor driver(35) including infrared photo transmission diodes(37), and a phto receiving transistor(Q5).
