PURPOSE: To provide a video data synthesizing device and the method in which the degradation of the quality of video images after superimposing compression video data each other is extremely lessened. CONSTITUTION: When only once of the compression picture data VD1 and VD2 is provided in the macroblock of compression video output data VO obtained by superimposing the compression video data VD1 and VD2 , a switching circuit 20 is controlled so as to respectively select contact points (a) and (c) and one of the compression video data VD1 and VD2 corresponding to the macroblock is outputted as the compression video output data VO. When both of the compression picture data VD1 and VD2 are provided, the switching circuit 20 is controlled so as to select the contact point (b) and the compression video data S186 for which the compression video data VD1 and VD2 are decoded once and superimposed for respective picture elements are outputted as the compression video output data VO.
