PURPOSE: To reduce a bus band increase by passing the same data on the data bus of a storage device twice. CONSTITUTION: A compressed bit stream is distributed to a high-order and a low-order layer by a low-order layer distributor 14 and stored divisionally in HBB and VBB Buffer's 15 and 16 of the storage device 11. The storage of the Buffer 15 is inputted to and decoded by a high-order decoder 12 and coding parameters required for the decoding of a low-order decoder 13 are outputted to the decoder 13. Further, the result stored in the Buffer 16 is inputted to the low-order decoder 13 and a decoding process is performed according to the coding parameters inputted from the high-order decoder 12. Consequently, the amount of data passed through the bus 17 of the storage device is reduced to 2/3 times as large as that of a method which does not store all the data in the storage device without area division.
