PURPOSE: To evade cases wherein a training is stopped or retried owing to misoperation by making operation ineffective if a trainer operates a data item by mistake. CONSTITUTION: An operation inhibiting process means 21 inputs a process input signal S2 from an input processing part 6 and refers to an operation inhibition item database 22 according to the data item of the process input signal S2 to inhibit the process input signal of the data item from being inputted to an input signal conversion part 7 if the data item corresponds to a condition of operation inhibition and also informs an output processing part 9 of the contents of a message output when a condition of operation inhibition is met. Further, the conditions of operation inhibition and message output contents when the conditions of operation inhibition are met are described by data items of the process input signal S2 in the operation inhibition item database 22. Further, an operation inhibition item setting man-machine means 23 sets or updates the contents of the operation inhibition item database 22.
