The opening valve cap and the discharge method is for discharging the necessary amount of the fluid contents, such as liquid detergent, cosmetics, shampoo, and others, stored in a vessel, and storing them for a long time without a leakage. The apparatus comprises a cylindrical cap(1) perforated with a discharge hole; a member(2) opening or closing the discharge hole by elastically being moved up and down; and a plate(3) putting a pressure on the member(2).
