PURPOSE:To prevent instantaneous deterioration in picture quality by using a code production estimate quantity of each block so as to provide an object of a code production quantity for a succeeding block and obtaining a coded output at a fixed bit rate depending on the object value. CONSTITUTION:Video data are fed to a memory 2 and also to a code quantity estimate section 3 and the memory 2 stores future video data by n-blocks going to be coded from now. The estimate section 3 obtains the code quantity required when the future video data by n-blocks are to be coded. An output of the memory 2 is fed to a coding section 4, in which the video data are subjected to motion compensation prediction coding and compression coding by a DCT. An output of the coding section 4 is fed to a quantizer 5, a quantizer control section 6 controls the quantization width and an output of the quantizer 5 is fed to an output buffer 7. The buffer controls output data at a fixed rate and an output of the buffer 7 is outputted from an output terminal 8. |
