PURPOSE:To stabilize the overall code generation volume to not only shorten the extent of system delay but also reduce the output/input buffer capacity of an encoder/decoder by assigning modes different by generated code volumes to plural compressing/encoding devices. CONSTITUTION:At the time of encoding, the intra-code encoding mode and the inter-code encoding mode are controlled by an encoding mode control part 900 with respect to plural hybrid encoding parts 720a to 720d. The intra-code encoding mode is especially controlled so that it doesn't overlap with respect to time, and the variance width of the code volume in a multiplexing part 800 is reduced.
