PURPOSE:To effectively reduce manufacturing cost, to reduce power consumption and to miniaturize a size by unnecessitating a frame memory which requires capacity just for all the picture elements in the case of encoding processing to a video signal. CONSTITUTION:This device is provided with a converter 1 for sampling a video signal Sv inputted through an input terminal phi in, quantizing that signal and converting it into digital video data Dv so as to encode the video data Dv in this converter 1, to define them as compressed data dv and to transmit/store these compressed data dv. This device is provided with memories (first and second line memories 3a and 3b) equipped with capacity just for eight lines of video data Dv, encoder 4 for encoding the video data Dv stored in these memories 3a and 3b as one unit, and compressed data memory 6 for storing an output from the encoder 4 and storing the compressed data dv of the video data Dv just for one picture at least. |
