The handling device for simply putting storage materials into warehouse rack or taking the materials out of the warehouse rack, has a turning frame with a lifting frame elevated by an elevator motor. The apparatus comprises a traverse frame (3) moving along a pair of lengthwise frames (2) on the rack (1); a turning frame (5) with a fork (21) elevated by a motor (6) and fixed at the movable plate (4) moving along the traverse frame (3); a cross type frame (14) for fixing the turning frame (5); a cross type frame (13) having an inner thrust bearing; rotating rolls (15)(16) of the movable plate (4) for rotating frame (5) of cross type frames (13)(14).
