PURPOSE: To obtain a channel band width allocating device and a method capable of suitably allocating the band width to respective image encoding devices without requiring a high speed operation even when there are dispersion in the complexity of respective partial images. CONSTITUTION: The average number of quantizations steps 108 to be used for an image included in a preceding frame by respective image encoding devices and the average number of bits 107 per pixel are inputted to an initial division coefficient evaluation unit 401 in a channel allocation unit 103 to operate the channel division coefficient of a current frame. An evaluation value correcting unit 402 furthermore corrects respective evaluation values so that the history of the channel division coefficient of the preceding frame is reflected. A division coefficient normalizing unit 403 normalizes respective evaluation values so that the real numbers of bits practically generated by respective image encoding devices are reflected. |
