CONSTITUTION:A start judging part 17 receives a prediction error 31 from a predictive encoding part 10 and a quantized parameter 35 from an encoding control part 14 and generates a start control signal 38. In the case of starting an orthogonal transformation part 11, a quantizing part 12 and a variable length encoding part 13, the signal 38 takes a logic value '1', and when the start of the parts 11 to 13 is not executed, logic value '0' is taken. When the control signal 38 is logic value '1', respective parts 11 to 13 are started to execute prescribed processing, and at the time of logic value '0', the parts 11 to 13 are not started.</p> |
