PURPOSE: To prolong a lifetime and generate power and energy of high density by providing a cathode flow chamber including a cathode electrolyte inlet and a hydrogen outlet and an anode flow chamber including an anode electrolyte inlet and a hydrogen inlet, and supplying a potential. CONSTITUTION: An ion charge traversing an ion diaphragm forms a diaphragm potential. An acidic electrolyte inlet 11 is adapted to introduce an acidic electrolyte between a first face 18 of a cation diaphragm 20 and a first face 22 of a double-layered diaphragm 24. Furthermore, a basic electrolyte inlet 26 is adapted to introduce a basic electrolyte between a first face 30 of an anion diaphragm 32 and a second face 34 of the double-layered diaphragm 24. Consequently, it is possible to provide a bipolar lamination, a cathode flow chamber 44 and a diaphragm flow chamber 46, and to generate high density of power and energy to be supplied to a motor of a vehicle with a long lifetime. The bipolar lamination includes a salt outlet for removing a salt solution from between a second face 40 of the diaphragm 20 and a second face 42 of the diaphragm 32. Moreover, the flow chamber 44 includes a cathode electrolyte chamber 54 and an outlet 61, and the other flow chamber 46 includes inlets 66, 82.
