PURPOSE:To use the same apparatus to process a high-definition video signal and a low-definition video signal by compressing the high-definition video signal to convert it to the format of the low-definition signal. CONSTITUTION:In a compression and storage medium 200, the high-definition video signal inputted from a terminal 10 is compressed by a compression signal processing circuit 120. This circuit 120 performs the compression signal processing in accordance with, for example, the system determined by JPEG so that the signal is compressed to the effective video data volume of the low- definition video signal inputted from a terminal 30 or smaller. The output of the circuit 120 is inputted to a format conversion circuit 130. This circuit 130 performs the format conversion processing so that it coincides with the input format of the low-definition video signal inputted from the terminal 30. The high-definition signal is compressed in the circuit 120 so that the output data rate after format conversion in the circuit 130 coincides with the data rate of the inputted low-definition video signal. |
