<p>PURPOSE:To prevent deterioration in a required object picture while reducing quantity of picture data. CONSTITUTION:Data of an original picture are divided into picture element blocks by a picture element block division section 2, and a picture element block discrimination section 4 classifies the picture element blocks into a contour block group, an object block group and a non-object block group based on given contour data. As to picture data of the former two picture element block groups, 1st and 2nd compression sections 5, 6 compress the data at a low compression rate and a 3rd compression section 7 compresses the non-object block group at a high compression rate. Thus, while keeping the picture quality of the important picture sharp, the quantity of the picture data is reduced more than a conventional method low-compressing the entire picture quality. Thus, while keeping the picture quality of the required picture sharp, the quantity of the picture data is remarkably reduced.</p> |
