PURPOSE:To sharply improve the correcting capability of an error generated during transmission, and to prevent the increase of transmitting quantity or the increase of hardware amounts for correction, at the time of multiplying and transmitting a synchronizing signal and a digital voice signal in the retrace interval of a digital video signal. CONSTITUTION:This device is equipped with an error detection and correction code adding device 150 which adds a code for an error detection and correction to transmission data for the digital input signal including a voice signal, and an interleave device 160 which arranges the outputs. A time base conversion is operated by a time base converter 10 in order to insert the output signal into the retrace interval of the video signal. Moreover, a packet signal is constituted by a packet preparing device 20, and the packet signal and a synchronizing pattern are multiplexed on the video signal by a multiplexing device 40.
