PURPOSE:To reduce the congestion probability of traffic by uniformizing a significant cell appearance probability on a link and to reduce the consecutive time at the time of the occurrence of congestion. CONSTITUTION:A cell is inputted to a buffer 30 through an incoming line 10. A waiting cell counter 70 detects a cell storage quantity in the buffer and outputs a cell status 700 to a control section 60. The control section 60 decides a transmission mixture ratio between a significant cell and insignificant cell in response to the waiting cell status 700 and inputs a control signal 600 to a selector 50 as a timing signal. A selector 50 outputs the significant cell and the insignificant cell selected from a buffer 30 and an insignificant cell generating section 40 according to the control signal 600 to an outgoing line 20.
