A unique decorative surface covering is provided with a highly desirable and attractive three-dimensional effect. The covering comprises a substrate, a translucent or transparent layer overlaying the substrate, and a platey material distributed throughout this layer, wherein the platey material is oriented at two or more different angles with respect to the covering surface and wherein the platey material in particular is pearlescent pigment. A method of forming a decorative surface covering is also disclosed including casting a hardenable fluid transparent or translucent layer containing platey material and reorienting the platey material with a plurality of jet streams. Further, an apparatus for forming a surface covering is provided including means for casting a hardenable fluid layer and reorienting the platey material within this layer with pulsating, continuous or oscillating jet streams.
