摘要

PURPOSE:To realize high efficient coding by compressing a digital picture data with high efficiency so as to apply variable length coding to the data and obtaining a variable length code of a reproduced picture whose picture quality deterioration is not remarkable. CONSTITUTION:A waiting circuit 3, a quantization circuit 4 and a variable length coding circuit 5 apply waiting, quantization and variable length coding to a picture data outputted from a DCT circuit 2 to compress the data. An optimum quantization level is selected by a selection circuit 20 based on a bit number of the obtained variable length code. After the picture data is quantized by an adaptive quantization circuit 7 according to the optimum quantization level, a variable length coding circuit 8 applies variable length coding to the data. The optimum quantization level is selected so that a recording density in a recording medium is maximized.
