PURPOSE:To provide an educational training environment equivalent to a normal computer operating environment and to discriminate whether the computer semantic operation of a user is proper or not in the preceding training environment. CONSTITUTION:A semantic operating state transition graph storage means 17 stores a semantic operation transition graph that has the states of each step of the computer semantic operation meaning the learning object and shifts to the next state based on the propriety deciding result of operations carried out in each state. An input analysis processing means 14 analyzes the input operations. Then a deciding processing means 16 traces each state of the semantic operation transition graph stored in the means 17 and decides the propriety of the input operations based on the analyzing result of the means 14.
