PURPOSE:To realize the broad band exchange network in which a small capacity system to a large capacity system is configured by a same architecture. CONSTITUTION:The system is provided with an ATMR having plural access nodes RAN multiplexing/demultiplexing an ATM cell comprising an information field and a header and an optical ring 11 being a unidirectional ring transmission line accessible from the access node RAN and operated automonously and with one broad band network having at least one broad band exchange node which accommodates plural two-way interfaces, has a switching function applying relay exchange to the ATM cell and operated automonously, allocates plural 2-way interfaces to the ATMR and connects at least one of access nodes RAN to the plural 2-way interfaces.
