PURPOSE:To decrease the information quantity and to absorb the increase in the information quantity by coding data while processing the data at any or both a just preceding field or frame as the same data at a just preceding field or frame. CONSTITUTION:As the method decreasing an information quantity, the processing between a 4th frame to a 13th frame brought into the in-frame processing forcibly by a scene change is executed for 6th-12th frame. Then the information quantity is reduced by selecting its compression ratio between 1 and 0.8-0.9. This is coincident with a visual characteristic in which an error of a frame just after the scene change is unremarkable. Thus, the information quantity caused between the 1st frame and the 12th frame is reduced.
