When an LSP (local service processor) (10) receives a test request, certain data are transmitted through a common I/O RAM of a control section (11a) of a universal signaling transceiver assembly (11) to a time switch unit (12). Then a loop back testing is carried out by utilizing a feed-back line (A) of the time switch unit (12), and, if an abnormality is detected, a loop back testing is carried out by utilizing an internal feed-back line (B) of the universal signaling transceiver assembly (11), thereby testing the operating state of the universal signaling transceiver assembly.
