PURPOSE:To minimize the influcence of an error by providing a decoded information memory and a code address memory between a variable picture element detection circuit and a decoder circuit. CONSTITUTION:The decoder circuit 1 sequentially reads code information stored in a code information memory 7, which a control circuit 6 instructs, and sequentially writes variable picture elements and distance information in the decoded information memory 2. Simultaneously the decoder circuit 1 writes a read address stored in the code information memory 7 storing the code information in the code address memory 5. Meanwhile the variable picture element detection circuit 3 sequentially reads the variable picture elements and the distance information, both of which are written in the decoded information memory 2, restores them to original information, and stores it in a picture memory 4. Simultaneously the total sum of runlengths is checked. If it is below a regulated value, the effect is notified of the control circuit 6. It notifies the decoder circuit of the effect as error information.
