PURPOSE:To attain efficient coding suitable for the purpose of transmission such that a picture portion desiring to be sent as an accurate picture portion is sent with high accuracy and a picture portion not required is sent with somewhat deteriorated picture quality by providing a coding means whose coding method is properly varied with picture information representing whether or not the picture is a major part obtained by a major part discrimination means. CONSTITUTION:The transmitter is provided with a face discrimination section 10 and a quantization step control section 11 varying quantization step with a discrimination signal from the face discrimination section 10, and a signal inputted to an input section 1 is fed to an orthogonal conversion section 2 or the like and inputted to the face discrimination section 10 at the same time. Whether or not an inputted block is a face part is discriminated in the face discrimination section 10 and when the block is the face, the width of the quantization step is controlled finner than usual. Thus, the quantization step is adaptively controlled in response to the content of picture information to reproduce the face portion with more accuracy than that of other portion. |
