<p>PURPOSE:To eliminate a block wherein the number of picture elements is deficient by connecting blocks at both ends of an image plate which does not reach the specific number of picture elements to each other into one block. CONSTITUTION:The image of a video signal inputted from a terminal 101 is divided by a block dividing circuit 102 into blocks, field by field, and the divided video signals are converted orthogonally by an orthogonal converter 103, block by block; and the orthogonal conversion outputs are encoded hy an encoder 104 and high-efficiency codes are outputted from a terminal 105. The blocks at both ends of the image plane which does not reach the number of picture elements are connected into one block. Consequently, a block wherein the number of picture elements is deficient can be eliminated and the encoding efficiency is prevented from decreasing.</p> |
