The machine for measuring and cutting a necessary size of floor cover paper, has a continuons process of feeding the rolled paper on rotating plate, rotatiing winding plate after inserting the paper end to groove of winding bar, measuring paper-length by measuring roller. The machine includes rotating winding plate (8) and winding bar (9) driven by bevel gears (4") (3"), counter gear (10); horizontal shaft (4) and vertical shaft (3) driven by rotating handle (4') fixed to frame (2); rotation indicating needle (15") of measuring plate (15') fixed to measuring roller (14) parallel with press roller (16); rotating plate (26) mounted on spiral shaft (23) of moving plate (21) .
