PURPOSE:To obtain a filler for plastics improving the anisotropy of shrinkage of a plastic molded product and capable of increasing the strength of a weld part by feeding a molten base material into a rotating cup having a specified structure, forming a thin strip of irregular shape by the centrifugal force of the cup, breaking and dividing the strip by the pressure of gas. CONSTITUTION:A molten base material 2 is fed into a rotating cup 4 and a thin strip of irregular shape is formed on the inner wall 10 of the cup 4 (the inner wall of an outer tube 40) by the centrifugal force of the cup 4 and the action of grooves 72 and/or recesses 70 (projections 71) formed in the inner wall 10 of the cup 4 and/or the edge 7.
