The device is designed to attract the attention of users bound by successive obligations over time. It is characterised in that it includes a body 1 having a so-called "front" face 2, whose outside appearance evokes the obligations in question and which encloses a source of sound signals 13 whose meaning is related to the said obligations, in particular which are recorded, by means of a loudspeaker 15-16, a trigger having to cause the audible emission of these signals in preset sequences and a device for counting down time, intended to cause operation of the trigger at precise moments in official time in force at the place where the device is located, the body 1 and/or a base 6 with which it is made solid comprising means 8 having to cooperate with a stationary part, such as a fixed part of a construction, to give the said body 1 an orientation related both to the situation of the stationary part and to a geographical datum independent of the said situation. According to a particular embodiment, the device evokes the Islamic religion by including in particular the representation of a mosque entrance and two minarets 4 and 5. It must periodically broadcast calls to prayer, intoned by a muezzin, the device being arranged so that, in a given place, the people present at this place must necessarily turn towards Mecca when they stand towards the front face 2 of the device. <IMAGE>
