PURPOSE: To attain valid ciphering by simple constitution by separating a packet and ciphering only a flag at the time of packet transmission in a packet exchange system. CONSTITUTION: At the time of transmitting a packet on a connected trunk, a packet is separated and only a flag is ciphered. Namely the flag pattern of a packet to be transmitted to a trunk controller 140 is ciphered by a trunk controller 131 through a trunk 118. Since a flag for determining the start and end of a packet to be transmitted on a link such as a high speed data transmission trunk is ciphered, data ciphering can be validated by simple constitution.
