A non-inflammable coating layer is treated by (a) coating the surface of inflammable material with a non-inflammable compsn., and then heat-drying at 80-120≦̸C, and (b) spray-coating the surface of non- inflammable layer with the mixture compsn. of 7-9 wt.% dextrin, 22-28 wt.% vinyl chloride, 63-71 wt.% zacdene at 80-90 C.
