PURPOSE:To improve durability of effect of a functional substance, by using nonionic emulsifying agents having HLB at least 15 at or after polymerization of monomer having a property to radically polymerize to which functional substances other than absorbents for ultraviolet ray are added. CONSTITUTION:Non-film-forming polymer dispersed liquid excellent in slowly- releasing control is produced by using nonionic emulsifying agents having HLB at least 15 at or after polymerization of monomer having a property to radically polymerize to which functional substances other than absorbents for ultraviolet ray are added. The non-film-forming polymer dispersed liquid can be made into powders. And further, non-film-forming polymer dispersed liquid excellent in slowly-releasing control can be produced by using nonionic emulsifying agents and water-soluble polymers to serve as protective colloid at or after polymerization of monomer having a property to radically polymerize to which functional substances other than absorbents for ultraviolet ray are added.
