PURPOSE:To effectively use a line by designating the transmission destination of a control order to the address field of transmission control procedures and using only one channel of the PCM carrier line to perform independent transmission. CONSTITUTION:The control order transmitted from a higher device to a remote station controller is inputted to transmission procedure executing circuits 7 and 8 of respective system master station-side controllers 3 and 4. Circuits 7 and 8 add system information (0 or 1) of transmission destinations of the control order to the address field of control procedures and send the control order to selecting circuits 9 and 10 by display lines 11 and 12 after conforming display lines 11 and 12 using the control channel and display the busy state to opposite systems by display lines 11 and 12. The control order which passes circuits 9 and 10 is outputted to a PCM carrier controller 2 so that it is transmitted to one channel specified by time division switches 5 and 6. The controller 2 selects and inputs the output of the active system and outputs it to a PCM carrier line 1. The control order from a remote station controller is subjected to system discrimination through the reverse route by circuits 7 and 8 and is sent to the master station.
