PURPOSE:To enable a rubble leveler to move vertically and horizontally by a method in which a rubble leveler is hung down from a hanging frame with a vertical buoyant tank, and a winch winding up an anchor wire through a pulley attached to the rubble leveler is provided for the hanging frame. CONSTITUTION:A buoyant tank 1 is provided for a hanging frame 2 in such a way as to permit the amount of air to be adjusted through an air supply tube 4 and an air discharge tube 8. A rubble leveler 18 is hung down from a hanging rope 16 connected to the tank 1, and an anchor wire 12 wound around a moving winch 11 fixed to the four corners of the frame 2 is coupled with an anchor 15 fixed to the bottom 14 under water through a pulley 21 projected from the lower end of the legs 19 of the four corners of the lower frame of the leveler 18. The rubble leveler can thus be moved vertically and horizontally with lesser rocking movement.
