PURPOSE:To prevent development of surface defect on a cast slab by arranging a shifting magnetic field generating device in a mold, acting electromagnetic force in molten steel and controlling molten surface variation in a mold with electromagnetic force along flowing of the molten steel. CONSTITUTION:Lower end of a submerged nozzle 21 fitted to a tundish is inserted into the mold 20 and also two pairs of the shifting magnetic field generating devices 41 are arranged at outer side of mutually facing long side surfaces of the mold 20 together with supporting device 42 and adjusting device 43. According to depth of the submerged nozzle 21 and direction of discharging flow 31, which are preset, at first the center of the adjusting device 43 is arranged at center of the discharging flow 31 and magnetic field shifting direction of the magnetic field shifting device 41 is made to coincide with the direction of the discharging flow 31. By this method, corner crack, enclosure of powder 33, etc., in the cast slab caused by abnormal variation of the molten surface 32 are prevented. Therefore, the development of the surface defect on the cast slab is prevented.
