PURPOSE:To correctly identify a character by determining the size of a sampling mask based on the size of a detected character pattern, and determining the size of the character pattern to be normalized based on the size of the sampling mask. CONSTITUTION:A memory 1 executes the pre-treatment out of images read by an image pick-up means, segments a character pattern and stores it. The detected character pattern is supplied to a regularizing part 2, expanded, reduced and normalized to a prescribed size by the control of a control part 5. The regularized character pattern is further supplied to a sampling part 3 and sampled by the sampling mask of the prescribed size. The sampled character pattern is supplied to a similarity calculating part 4, the similarity of the sampled character pattern to the character pattern of a reference is calculated and the character is recognized based on the similarity.
